Source WCIA  Child Sex Offender Caught In Hickory Point Mall

The Macon County Sheriff’s Office previously received information that registered Child Sex Offender Terry Ortman had been going to the Hickory Point Mall frequently. So on Saturday at approximately 10 am mall officials observed Terry Ortman using his computer while sitting on a bench in the middle of the mall. Lt. Jon Butts and Sheriff Thomas Schneider responded to the mall and while in plain clothes engaged Terry Ortman in a conversation. Terry admitted to using the Wi-Fi services from one of the businesses at the mall. He was arrested for Theft of Services and Disorderly Conduct.   http://www.homefacts.com/offender-detail/ILE06A2243/Terry-L-Ortman.htmlwas interviewed upon arrest and he admitted to using the Wi-Fi services to watch some pornographic videos on his computer. The area where Terry Ortman was sitting was within approximately 20 feet from a business that sells ice cream.   A child approximately 5 years old walked within 5 feet of Terry Ortman, just prior to Sheriff Schneider and Lt. Butts placing him under arrest.

Why is he on Twitter?  Why does he have a web page with links to porn?  Why are there fairly recent complaints on the internet?

Is it not against the law to be on social networking if you are a registered sex offender.
